FIC Action is fighting for the unborn and their parents again this year.
It is legislative season again! and FIC is supporting an effort by Representative Brian Lanoue, speaker at our 2025 March for Life, to hold a public hearing on parental notification.
You may recall that last year in 2025, Connecticut codified a longstanding state policy of permitting minors to obtain abortions without parental consent. This was on the heels of another vote (see page 957 of The Journal of the House from May 1, 2025) that restored Connecticut’s conscience, reporting and infants-born-alive protections – slated to be removed in the same bill. Along with the defeat of a proposed State Constitutional Amendment to enshrine abortion up to birth, there were significant defensive pro-life victories last year.


Did we make any progress? Yes, we had an incremental victory for the pro-life movement in Connecticut thanks to State Representative Gail Mastrofrancesco. A proposed amendment submitted and argued by Representative Mastrofrancesco secured a long-awaited vote on parental notification! That vote tally on “Proposed Amendment C” is below – a “Yea” vote is in favor of parental notification and a “Nay” vote opposes. An “X” indicates that the legislator was absent. What about a vote this year? During last year’s debate, a chairperson of the prestigious General Assembly Judiciary Committee commented that a public hearing would be needed to discuss how a judicial bypass would operate in Connecticut before any parental notification bill could proceed. Family Institute of Connecticut Action supports any initiative this session to have that public hearing. Our legislative ally, State Representative Lanoue has submitted a letter to the Judiciary Committee asking for this hearing. Now is the legislature’s chance for a proper discussion.
