A member school of the Naugatuck Valley Athletic League will jeopardize federal funding for all member schools if it continues to field a boy on their girls’ volleyball team in violation of federal law.
What is going on? Since September 2025, a Waterbury Connecticut high school has unfairly, and arguably in violation of federal and state law, fielded an all-girls volleyball team that includes a boy. This action discriminates against the fair play and dignity of girls on their team, their privacy in the bathrooms and locker room, fair play for opposing teams, and honestly, is setting this young man on a horrible path. We don’t blame this child or even the schools at this point. We blame the Connecticut State Department of Education and the Connecticut Interscholastic Athletic Conference (CIAC) for apparently advising and continuing to provide guidance that hasn’t been updated to reflect current federal interpretations and state judicial opinions.
But the individual schools are ultimately responsible.
Despite questionable guidance from athletic oversight organizations and state administrative agencies, the member schools of the Naugatuck Valley League retain ultimate responsibility to follow Title IX. They cannot blame others or rely on the State’s or other interpretation of federal and state law. It is time for them to do the right thing and separate their student sports by sex, not “gender” to protect girls, but also to protect their federal funding.
What has FIC initiated? This week the Family Institute of Connecticut filed the first letter with each member school notifying them of the multiple and ongoing incidents that may violate Title IX. We’ve already been notified that some schools have started a Title IX investigation at our request. Others, we are still waiting to hear from. The Office of Civil Rights for the federal Department of Education was also notified and an official complaint has been filed.
How has this happened? Title IX of the Federal Code for the United States of America had been radically re-interpreted by the Biden Administration and the Connecticut Department of Education to include “gender” in the definition of “sex”. Which, painfully, has resulted in multiple boys playing unfairly on girls sports in Connecticut for several years despite lawsuits and complaints by parents and students.
What can be done? FIC has started the Title IX complaint process, but we need other community members and parents to file complaints as well. If you are a community member, parent or student of a Naugatuck Valley League school and are interested in defending school sports, please contact us at ppdirector@ctfamily.org right away or file your complaint here. Anyone who is aware of the discrimination and is a community member can file and is encouraged to file a complaint – even anonymously. Here is a copy of our complaint.

Sending them a copy of FIC’s complaint with a handwritten note with your name and address and request for their attention will more than suffice.
Board members may claim that it is not their business, but the potential loss of federal funds and violation of anti-discrimination laws is everyone’s business, particularly elected officials.
