Two proposed bills this session (SB 295 and SB 227) will further protect doctors who perpetrate, what many have called, the biggest fraud and medical scandal on vulnerable youth and their families – of all time.
The bills protect highly controversial procedures wherein healthy body parts are hacked, moved and restitched in inconceivable ways on poor gender-nonconforming children who have been deceived into believing they will otherwise commit suicide. Our medical professionals have a lot to answer for, and in dozens of states, doctors have been prohibited from performing these ghoulish procedures on minors, along with prescribing cross sex hormones and puberty blockers to “treat” gender dysphoria.
Just a reminder that these surgeries have occurred in Connecticut, funded by taxpayers, on girls as young as age 15. And are only currently **not** happening in CT (that we know of) because of federal funding prohibitions. Thank you Mr. Trump!
Protection of doctors at the expense of hurt children attempting to sue from other states is already law in Connecticut. In 2022, a “budget implementer” was used to design a shield law that included “gender affirming care” performed on minors in states that ban it. There was no public hearing on adding “gender affirming care” to the original shield bill. It was inserted into the budget by the Democrat leadership at the behest of activists.
And now Connecticut is considering SB 295 which will protect doctors who bring their discredited “gender affirming care” and abortion to minors in other states (that have banned it!) via telehealth. Another bill would hide the identities of these doctors who prescribe damaging cross sex and puberty blocking drugs from the hurt minors. The General Law Committee changed SB 227 after the public hearing, from a “study” to immediate implementation. This is why constituents, in part, don’t trust their elected officials and why we need our members to run for political office.

An Amendment Showdown in Committee and Vote on GAC
During the Committee hearing, two Amendments were rejected which would have restricted these procedures in our own state. You can see how they voted on amendments LCO 3529 / Amendment B: Sec. 501 and LCO 3529 / Amendment A: Sec. 501 which would have protected vulnerable children in CT from “gender affirming care”.
We must act fast in these last days of the 2026 session. To that end, Family Institute of Connecticut Action, LGB Courage Coalition and the Connecticut Catholic Public Affairs Conference held a joint press conference on Monday, April 20, 2026 to oppose expanding Connecticut’s “shield laws” to include telehealth.
